These Terms of Service (hereinafter referred to as "these Terms") apply to all network access, data transmission, network resources, and related managed technical services (collectively referred to as "the Services") provided by the Company to users.
By registering, signing a contract, placing an order, or actually using the Services, users are deemed to have read, understood, and agreed to be bound by these Terms.
Article 1 — Nature of Services
1. The services provided by the Company are enterprise-grade communication and network technology services, and are not anonymous services, consumer-level internet alternatives, or tools for circumventing regulations.
2. The Company only provides network connectivity, transmission, or technical support capabilities, and does not participate in, control, or review the actual business content, data content, or end-use purposes of users.
3. Users shall ensure that their use complies with all applicable laws, regulations, and third-party policies.
Article 2 — Account and User Responsibilities
1. Users must provide true, complete, and verifiable registration and contact information.
2. Users bear full responsibility for their accounts, connection resources, and all usage activities, including but not limited to:
- User's own actions;
- Actions of third parties authorized or actually controlled by the user;
- Consequences caused by improper equipment, systems, or configurations.
3. Without the written consent of the Company, users may not resell, sublease, share, or otherwise provide the Services to third parties.
Article 3 — Service Delivery and Limitations
1. The Services are provided on an "AS IS" and "AS AVAILABLE" basis.
2. The Company may manage or restrict services for the following reasonable purposes:
- Maintaining overall network stability and security;
- Preventing abuse, attacks, or compliance risks;
- Complying with upstream supplier or regulatory requirements.
3. Services may experience interruptions, delays, or quality fluctuations due to upstream networks, third parties, force majeure, and other factors. Such circumstances do not constitute a breach of contract.
Article 4 — Fees and Refunds
1. The Services are generally billed on a prepaid or contract basis.
2. Once the service is activated or delivered, it is deemed that performance has been completed. Except as required by mandatory law, fees paid are non-refundable and non-transferable.
Article 5 — Termination and Suspension
The Company may suspend or terminate services without prior notice under reasonable circumstances, including but not limited to:
- User violation of these Terms or AUP;
- Receipt of abuse complaints or law enforcement notices;
- Compliance or security risks.
Article 6 — Limitation of Liability
To the maximum extent permitted by law, the Company shall not be liable for any indirect, consequential, commercial, or data losses.
Article 7 — Governing Law
These Terms shall be governed by the laws of the Hong Kong Special Administrative Region, and the court at the Company's place of registration shall have jurisdiction as the court of first instance.
